The film’s title is deduced by the number of articles of the German constitution. So the film contains 19 separate episodes related to the articles.

Short summary of  the plot

Somewhere in Bremen/Germany a man named Franz and his family are kidnapped in the middle of the night. In the next moment Franz finds himself tied up and beeing brutally asked if he recognizes the man infront of him who is arranging a torture of his two daughters. Suddenly the lights switch on and it comes out that this horrible situation was just staged for a cruel gameshow arranged by his wife. His family gets to him unharmed but he is crushed mentally and can't stop shaking.

The film shows the court hearing of Manfred Botz a public reporter who forged many news reports.
As the public prosecuter charges maximum penalty for fraud she begins to argue with the defendand about relation of truth and coverage. As Manfred claims to know which secret organizations arranged the fall of
the Berlin wall and the sellout of Eastern Germany the judge closes the court.

Three police-officers are on a patrol at night. As they recognize a homeless person who stays at the same place everyday Edgar the youngest of them is ordered to do an ID-check and to strip-search him.
The further Edgar gets with the strip-search the more he feels disgusted. After the homeless man palliates his neglect as freedom and his pass is found Edgar leaves him alone.

The film is about a part of the family circle of Johanna an 18 year-old religious girl and her father who tries to put her off her faith. So they argue oftenly about her religion. As Johanna wants to join a monastery her father tries to prevent her from doing that but in the end he has no choice but to accept her faith and to let her go.

An old lady stands demonstrating infront of the Reichstag all day long while being watched by a security guard. After he is off duty he gets next to the old lady and supports her by demonstrating as well.

We can’t kidnap a person, in order to entertain other people.

It isn’t right to create stories in order to publish them as real stories.
